Wilma Jean Phillips Lay, 86, of Oneida, passed away January 29, 2016, at her home. Born in Oneida, April 20, 1929, she was preceded in death by her parents, Freeman (Mike) and Tema Jane King Phillips; sisters, twin,Wilda Dean Phillips and Mildred Kidd; and brothers, Lloyd and Archie Phillips. She was a steadfast Christian, and was a member of East Robbins United Baptist Church.
